Nothing is stopping you from doing so. Have at it. :)

ps: and you can't wardec neutral RRs and NPC corp gankers. So you'll have to gank THEM, and deal with the inevtiable -10's that have to leave to go ratting in low to get their secy status BACK UP just to start ganking again.

Not all neutral RR comes from NPC corp alts, so fairly often you actually can wardec it, not that you need to because you can shoot it as soon as it starts doing anything.
