Is there any way to reduce the tax rate in an NPC corp?

You are free to found your own corp, however, with any tax-rate you desire.

Why the reply is 100% correct I would urge you to NOT make your own corp. If you're new to the game then your best way of getting ahead is joining an active corp with knowledgeable people who actually "do stuff", they'll drag you along, help you in all kinds of ways and show you different sides to the game. Whereas being in your own corp all by yourself you're shielding yourself from others, result is that your advancement is likely to be a whole lot slower.

^ this + being in your own single pilot corp also opens you up to more hostilities a new player should not have to cope with when he starts playing (read: your own corp can receive wardecs and there are a lot of grievers just out there for tears).
