Has anyone gotten a mining foreman mindlink drop since Crucible was deployed? The price keeps going up, but the supply on the market continues to drop which leads me to believe they aren't dropping anymore.

They never "dropped" per se. Mindlinks are awarded for Shipyard Theft (and they aren't always awarded; it can also give out some pretty crap implants). Shipyard Theft is being offered less frequently since more storylines were added. Thus, supply is down and prices are up.
