Entrapment array upgrades

Hello my corp has sov in angel rats area and we have upgraded the Ihub with entrapment array to lvl 3 and we got miltary 5 in system but we are not getting cosmic sig in our system we were thinking of upgrading to lvl 5 entrapment array but we have seen no effect in over week is there a bug ?. There is systems that have no upgrades getting sites from random spawns but ours that in upgraded gets none can u please fill me in on info about this as we dont want to waste our time upgrading it if it is not working.

This is somewhat of a grey area, it never worked and CCP have failed to clarify this, either there is no communication between the dev's and gm's or simply they are filling their pockets from the plex wars and dont give a ****!

Can the DEV Team please give me some insight to this problem and when it will be fixed seems it needs attention
