Aggression in high sec

if while in high sec you target someone then warp scramble them or web them is that classed as an aggressive act, that will have concord coming for you, or are you in the clear until you actually fire a weapon at the person?

It would be awesome if you could warp scramble and web random ppl in high sec.

Things that aren't aggression:

targeting
ship scanning
cargo scanning
remote positive things like repair, tracking or whatnot


Things that ARE aggression:

shooting
scrambler
web
ECM




So things that are neutral (scanning) or positive do not get you concorded just because of that (if you help someone who IS aggressed to concord then it ofcourse will). Things that are negative towards your target WILL cause you to asplode due to concord.

Also note that there's ways to avoid this (can baiting).

Another fun way to try that out, fit a cheap t1 frig out with a t1 web, undock and pick the first ship you see and do it. Instant answer.

BTW, you can do ANYTHING you want to your fellow corp members, they are excluded from the CONCORD rules. So shooting/webbing/pointing a fellow corp member doesn't get you CONCORDed.
*And as I lived in null-sec for the last year or so and returned back to empire 1 day to help a RL friend, I found out that being in fleet doesn't exclude CONCORD the hard way. Lesson learned but -1 Apocalypse*

Don't worry. Whenever you are about to trigger the Concordokken, you will have this innocent window with a warning message.

Whenever you see such a window, mash Enter as soon as possible without reading it. Or disable it. Warnings are for people who don't want sweet hisec killmails.
