Alright I want my cake and to eat it too.
I know the tengu can field a decent passive tank but all of the examples i see online sacrifice their dps out put. Does anyone have a passive or buffer fit that i can use to fly blood raider havens and sanctums. I flew one haven so far and got spooked that my billion isk tengu said capacitor is empty. . Send me your fits, and i will send you my thanks

Your billion isk Tengu will do just fine if you keep over 50km from all the rats.

I think i should further define what i want. Can i put a 20k shield buffer and just keep moving and then it wont matter that much. Nuets just spook me soo much, its worse then the guristas perma jam I used to deal with.

2xinvul 1xEM 2xL Extender and the appropriate submods give a 20+k buffer tank and 3xbcus down below, is this what you wanted?

i can only speak for lowsec sites, and after three tengus i'd recommend avoiding annexes or minor annexes :)
perhaps you can outlast the neuting or scramming npcs with a big buffer, but it could get tight.

ded5 shouldnt be a problem, only a few neuters that you can kill while they try to get in range and no scrams
ded6 doesn't neut/scram as far as i remember.
