As to the rules..
Problem description:

Usual suspect i.e. corp level (or just big) manufacturer have hundreds of BPC and BPO.
He is storing them in the tab, possibly in the containers so he know at least the pile to look into.
So when he decides to build an item he goes to that pile and looking for BPO\BPC he needs.
For a number of them (for ex. number of BPC's of different quality) he will right-click each of them --> check info --> read tabs for BPO\BPC, ME, PE information.
Until he finds the one he needs.
Then he moves this out from the container cause he can't build from there...
Then he right-clicks it and starts the building process.

The corp level (CEO) manufacturer will most probably have a tab in the corp hangar, read only so his corp members can use it.
Most likely there will be everything in one pile, as you can use containers for sorting and keep read only access.
Also it is read only for everyone except directors or people from "special access to this tab" group.


Design proposal:

In short - create a Blueprints Binder...

It can be a reuse of container object...
Or a new object..
or a tab somewhere

- It should have a UI allowing to see the list of enclosed blueprints, including BPO\BPC, ME, PE information
As a sketch you can think about BookMarks folder.

- It should have a search functionality
- It Might be a good idea to have a "market"-style tree view for easier access ( good perk )
- It should allow to start the job by right clicking on the line with the blueprint

- It should have more access settings, as for the group of people, as the individuals. Let's say - list of who is allowed to read, and list of who is allowed to use\modify\take.


Cons
Not a simple fix and work to be done is required

Pros
Decrease number of queries to the db server, thus decreasing the load
Making life of manufacturers easier and more enjoyable.
