Caldari COSMOS, Kazka Black Market Hub gone?

I am doing Hitami Magye's 5th mission "Mercantile Settlers - Outlaws" and she directed me to Otomainen II's moon to find some pirate ships with "Outlaw Spurs." I warped over there and there is nothing...except someone's POS tower. I did some research and this site (http://www.hb3.info/cosmos/cosmos_complexlist.html) says that there should be a "Kazka Black Market Hub" there. Did they relocate? Are my eyes just bad?

As for the Kazka Black Market Hub in Otomainen system, I can't exactly remember if it's a room in the Kazka Blockade complex or if it's a separate complex. I believe you have to scan for those complexes since they don't have beacons showing in the overview. Once bookmarked, you can visit them whenever needed.

That mission want's you to collect up 'Outlaw Spurs' which also drop in various other locations within the Okkelen constellation so you don't actually have to go to that specific complex. You can also purchase them from public contracts.

Update: Apparently the black market hub was not turning a profit and Kazka decided to shut it down.

You know, it really makes me wonder what this world is coming to, when a simple black market hub can't even stay in business. Those wealthy financial elites on Jita Street make millions every day while honest, hardworking smugglers, thugs, and pirates get the shaft. Its a darn shame. I guess we 99%ers have to go somewhere else to get our illegal substances, disintegration rays, holovids, etc...
