I intend to buy a new gaming pc with the following qualifications:

power: 650 Watt ATX v2.3 (12v1-18a; 12v2-17a)
motherbord: Asrock P67 Pro3 Second Edition
Processor : INTEL CORE i5 2500K (3.3 GHZ, unlocked multiplier)
CPU cooler: Arctic Freezer 7 Pro Rev2
memory: 4GB DDR3 1333Mhz
graphics: Nvidia Geforce GTX 560 TI 1gb
HDD: 1TB SATA 3, 7200rpm
ODD: Nec 24x DVD-Rw station
network: Gigabit ethernet rj 45

Would I be able to run 2 clients on high settings (also future expansions) with this PC?

To answer your question: yes, you should have no problems running 2 clients with this setup.

Having said that, all I would recommend is that you increase your memory to at least 8 GBs or the max your motherboard will support.

Surrender is still your slightly less painful option.

Why P67 and not Z68 ?
I get that you probably don't care about using the built-in GPU for actual graphics, but Quick Sync is a nifty thing to have, and AFAIK the only mobos on which it's NOT available is the P67s.
Also, on a Z68, you are allowed to use a SSD as HDD cache ("Smart Response Technology" a.k.a. SSD caching). A 40GB SSD would be more than enough for this purpose, the maximum is 64GB anyway, and even a tiny 20GB one would be sufficient for noticeable performance improvements over the bare HDD.

Also, instead of 4GB DDR@1333, just get 8 GB of DDR@1600 or even higher frequency.
Yes, it SAYS that sandybridge "officially supports" DDR3-1333, but just about any frequency RAM works just fine and at near-peak capabilities, and since RAM is dirt-cheap these days, might as well go nuts.
I can tell you that 4GB of RAM is starting to feel cramped these days with Win7 and a few things started on it. Hell, an idle connected Skype eats up 150MB ! Another 100MB for idle connected gtalk, another 50MB for EVEMon, 80MB for dropbox, a bit here, a bit there, it all adds up... and you end up seeing some noticeable swap file activity with 4 GB RAM quite fast. Especially with a browser open, which can EASILY eat up 500+ MB or even close to 1GB of RAM (depending on opened pages and recent browsing) !!!
Seriously, get 8 GB of RAM. Or even more, if the mobo can support it. I'm putting 16GB in my next machine for sure.

I think P67 might be a little more stable. or it's a prebuilt, so they are trying to make more money off of the lowest cost for hardware.
if it's not a prebuilt, get a corsair H series cooler, H70, H80 or if you have the room in your case, the H100. this will allow you to get 4GHz easily with almost no increase in heat, and probably less heat than what you would have with your currently selected cooler.
another +1 for the 8GB of 1600MHz ram.
also, do you know what model the 560 TI is? like MSI, gigabye, asus, other?
