Returning player and blue wrecks

I am now aware (as a recently returned player) that wrecks can be turned blue to make them available to all.
Can they be used for target practice? would this make you a fair target to the original owner or, even worse, upset Concord?
I have been given conflicting advice on this.

Since they are blue they no longer belong to anyone, I highly doubt shooting them would incur the wrath of concord since they basically don't have an owner. I don't understand why you would want to shoot them anyway.

Anything that will trigger the wrath of CONCORD when shot will first throw up a dialogue box saying "are you REALLY sure you want to proceed with this dangerous action?!" So if you're unsure about a particular object you can just open fire and see if you get the warning.

There's an option to never show this dialogue box again though; if you clicked that option before, you won't get the helpful warning anymore unless you go into the ESC options and re-enable it.

Another good target practice range is asteroid belt (can be found in almost every system). Go to 0.8 solar system, right-click in space, "Asteroid belts", choose whatever you like and warp to 0m. If there are no rats, change asteroid belt. You can also roughly manage the difficulty level by selecting solar system with particular security status (note: difficulty level descriptions are for new players):

0.8 - easy, 1-2 ships per spawn, blowing up even when you stare at them long enough with scary look, laughable bounties
0.7 - quite easy, 1-2 ships per spawn, watch out, moderate bounties
0.6 - quite hard, 2-4 ships per spawn, slight chance of losing a ship, nice bounties
0.5 - hard, 2-5 ships per spawn, you may lose a ship, high bounties
0.4-0.1 - that's lowsec, don't go there yet, very high bounties
0.0 - that's nullsec, as above, no bounties

Please, keep in mind there are other players on asteroid belts (miners). They usually sleep or read a book, so try not to make too much noise. When you kill rats, loot their wrecks if you like and abandon them, so ratters can clean up this mess later.

Rats are those red crosses. Don't shoot at miners, even if they are yellow. CONCORD don't like it very much and you won't like their response.

There might be already a ratter on those belts. In that case, change the solar system or convo him and say you are a new player and you want to practice a bit. Offer him your wrecks. If he's ok, he will leave you in peace and maybe even give an advise or two. If he's writing some strange looking letters, he's Russian - write "ysvinyte, ya ne panimayu russkiy yasyk" (or "извините, я не понимаю русский язык" if you have some russian letters in a drawer) and change the solar system, unless you know russian language.

I can't believe you just told someone not to shoot at miners. That is literally the worst thing you could ever say to a new player and you should be ashamed.

You missed the logic sense in my post. The goal is to practice shooting. Opening fire at miners will prevent that (CONCORD in 0.8 will show up in an instant).

"Don't shoot at" != "You should never shoot at" in this case.

This will give a nice global (or at least grid-wide message) which will cause any miner present to soil his pants.... or at least those who ARE awake.

I think you meant the table to read as such:

From what I've seen so far, being yellow and showing up on a belt (in a pity destroyer) is enough to scare away most miners ;)

yeah, nullsec rats are something like 1-1.5 million (or more, can't remember) for a BS... and 1-3 will spawn in a belt...
