Basically everything you are asking for is already available through npc null.

Piracy died the day warp to 0 was implemented. It's just not the same anymore.

Sorry, but pirates are like spiders. They tend to eat their own as readily as they would anyone else. Put 100 pirates in the same NPC station and they would just circle gank each other all day until there were no pirates left. Also if you put that many pirates in one place all the do gooders would know where to attack.

Ah.... but what if Pirate factions were joinable? Like FW, but without the real-estate issue. The system to do it would very specifically not be the current FW system, but something else. Rewardsing kills from non-aligned factions, disrupting trade, and dare I hope to dream... LP for corpses!!!

1. There is no "opposing" faction to join out in Venal. It is Guristas all the way through. You would fight... who exactly? Nearest Caldari lowsec is about 18 jumps away, through sov space.
2. Corpse collection for LP or "rent" is so ridiculously exploitable I don't even know what you were thinking. There are currently about 20ish corpses sitting on the undock of my station, virtually all of them sub-900K mission pulling alts. I'd be more than willing to sacrifice more of my mission pulling alts for LP instead of actually running missions. Doubly so to "pay the rent."
3. You seem to want pirate factions to be rewarded for "disrupting trade"; newsflash dude, there isn't that much trade going to Venal in the first place. Alliance/corps move in, setup their internal markets and the export consists largely of faction/officer mods and items out of the Guristas LP store. It isn't like lowsec where you get random scrublords flying their hauler unscouted, pretty much everyone in Venal has a carrier or JF.

This of course is after describing "the life of a pirate" which sounds suspiciously close to "the life in any sov holding alliance". And in reality, you have the same politics going on. Only the scale changes.
