I had it offered plenty of times from the Amarr agent in Mani. ( Hi sec)

As recently as last week iirc

I only get it offered out of constellation.

The Mani agent offers this at least once every 20 - 30 missions. Always in hi sec. Try there if you like it. I always refuse this one.

I am gonna try to increase my antifaction missions.

at present i am lucky if i get enemies abound once a week..
i already offer the locals to do thier missions for them inreturn for keepig the wrecks and contents. rest is thiers.

I have ran the mission several times. Each time it was in hi sec.
