I think they're doing it for surprise, not to avoid being shot at. ..I could be wrong. But anyway hopefully CCP pull the head from ass and come up with a new good Wardec system soon that doesn't require all this nonsense to be able to shoot people in High Sec.

Doing it for surprise or otherwise is considered an exploit and warrants a petition. From what I heard from a GM, the person has to be in a different system and docked up to switch corps. They can't (or shouldn't) be in space. I've seen loser so-called pvp corps try this cowardly tactic in the past. These guys are neckbearded mouthbreathers with no testicles, and should be flogged accordingly.
