Is there a complete list of IDs available for notification typeIDs?

The player-maintained site doesn't have a complete list (e.g. I have a notification of typeID 93, list there only goes to 89)

The "official" wiki just points back to the site above:

There doesn't seem to be a reference API to get the ID to type mapping, like there is for wallet ref types (https://api.eveonline.com/eve/RefTypes.xml.aspx)

what does it say it is ingame?

Cross reference it with the ingame notification and add 93 to the list. That list was created that way.

I've not seen 90 to 92 so still unknown:

90 = ?
91 = ?
92 = ?
93 = Customs office has been attacked
94 = Customs office has entered reinforced

I've edited http://wiki.eve-id.net/APIv2_Char_Notifications_XML to include these two.
