Looking to buy a Caldari character that can fly a Tengu as well as the caldari carrier.

Shield skills must be maxed or almost maxed as well as missile skills.

Looking for heavy PVP focused toon.

Looking to spend around 13bil to 26 bil.

Any help would be great.
