With the exception of High Speed Maneuvering V, you pretty much want all of your sub cap nav skills to 5 pretty early on: 15-30 mil SP.

The answer depends on the ships you want to fly.

If you are interested in T2 frigates then get them asap.

If you are going after a brick of a BS then they can wait.

If your a miner then can wait a good while too.

No matter what your doing get the basics to 3 within first 2 weeks.

Navigation skills are often overlooked but very important when training any character. Do them sooner rather than later, Navigation, Warp Drive Operation(yes I said it), and Evasive Manuvering need to be at 5 when ever you get the chance to train an extra skill. After that accerlation control, afterburner, and high speed manuvering need the boost up to 5 too.

Once you get caps you should spend a lot of time in the Navigation section of your character sheet. Full 5's in the whole skill tree is just under 10 mil SP and is well worth the satisfaction of finishing up, knowing you'll never have to train another Navigation skill again.

No more than two months. It's so sweet, to be able to fly roughly 5% faster than people who only have Navigation 4.

And I'm actually serious. I have a list of about 10 skillz that I recommen training to 5 very soon. Navigation is on it. Speed is very valuable in EVE, and Navigation stacks with AfterBurners and MicroWardDrives, and even with modules and rigs that just makes your ship go faster.
