Well mate, if it's standings concerns and all the rest then there's only one option- Get a jump clone down to the Curse region. Specifically Doril-Jorund-Hemin-RMOC-K-QWHE area. Do what you like- shoot what you like and no standings issues.

Curse is probably the most dangerous area of EVE, Full of nasties all looking to smack someone- someone to pod, It's merciless, it truly is the wild west, one hint of hesitation or weakness and your on the wrong side of a kill mail.
Survive in Curse and you'll be able to survive and fight anywhere.

Syndicate, like curse but better.

Seriously, according to the recently released statistics, Syndicate has by far the most PVP of any region in the game.

As others have stated.. RvB. I used to be in Merc corps doing low sec and high sec pvp (decs and wh). They all have there ups and downs but since I joined RvB I can log in and withing a few mins get a 1v1 fight which are honored between red and blue no problems. There are a constant stream of events going on from FFA's to roams in null and arranged fleet fights by ship type. Basically you can get into a ton of fights and actually have the opportunity to fly against a comparable fleet and really test out your flying/skills. Try it out for a week and see how you like it.

Hope this helps.

There's no reason you HAVE to lose sec pvping in lowsec- some of the most reliable ways of getting PvP are jumping into gatecamps or baiting in belts/missions, neither of which loses you sec as long as you let the aggressors shoot first. Missions have the added bonus of being a very controllable environment - gated missions allow you to see exactly who is coming in after you and delay any reinforcements on their side.

All it takes is a little patience for any of these methods (and some intel channels for finding gatecamps), but since everyone insists that you'll be jumped on in seconds if you try to run missions in lowsec, it shouldn't take too long right?
