WTB PvP Char - 38bil Budget

Looking for a PvP char. Extensive budget up to 38bil for the right char. With a budget like this i would say i won't be looking at characters under 50mil SP. What im looking for:

ArrowPositive wallet & sec status
ArrowDecent Name (random number / letter combo's need not apply)
ArrowAbility to fly all hisec (meaning under -5 standings for all factions in hisec)

For Sub-Capial ships:

AttentionAll subcap ships for at least 2 races (prefer 1 to be minmatar)
AttentionCapitals (carrier / dread) for at least 1 race
AttentionAbility for all T2 weapons / fit etc for trained ships / race
AttentionExcellent support skills (engineering / electronics etc)
AttentionAwesome nav skills

For cap related skills, the following is required:

ArrowAbility to use Triage for Carrier
ArrowAll capital mods for relevant capital ships
ArrowJump Drive Calibration V

I also have no need for any industry related skills for invention / builds etc. The most indy stuff i'm prepared to entertain is the skills to use transport ships and the like.

you can train it using the SPs
you have all the mods for dread and capital remote armor repair at 5 for carriers

plus 4.7 mil reallocable SPs to train any skills you feel you are missing
including minmatar titan to level 5

great thana+nyx pilot, aswell as moros..
