FPS drops substantially

I just built out a brand new machine. It has an i5 processor, with 8 GB or RAM, Windows 7 with a NVDIA GTX 250.

When I open up EVE, it runs well for a few minutes and then my FPS drops down to about 10 and never recovers.

I made sure my graphics card driver is good. I think i might have an old version of directx, but every time i try to go to microsoft and update directx it gives me an error.

Is there anything else that might be the problem?
