Can't find DED complexes

Last week I found the complex "Sansha's Nation Occupied Mining Colony" 3 times. I was going back and forth between two .5 systems and got 6 Centum C-type modules. However when I returned there last night I was unable to scan them. Do these complexes just randomly appear? Is there a method to finding them? I now wish I never left these two systems last week because I made good bit of ISK from just salvaging the wrecks not to mention the Centum modules.

They're random spawns. fly around and you'll probably find similar sites.

Do you mean random in the system I found them in or in the region I found them in? Are there systems that are more prone to spawn DED 4 complexes?

If you're talking about the sites you have to scan down (via probes or system scanner), then it's completely random.

Lower security systems (e.g. 0.5) will have a higher chance of getting a 4/10 site than say a 0.9.
If you venture into Lowsec (i.e. 0.4 to 0.1), then you will start getting 5/6/7 sites (IIRC, 8/9/10 are reserved for nullsec).

This is superstition; all highsec systems have an equal chance of spawning all the same sigs (and lowsec and nullsec, for their respective sites).

The rest of the info looks correct though.

They aren't tied to a specific system, that particular site (Sansha 4/10) will randomly spawn in any Sansha high- or low-sec system.

http://evemaps.dotlan.net/region has a nice sortable list of regions and their resident pirate factions.
