I have found this site 3 times in different systems this week but no Jaspet in the site. Does this mean someone was already there and mined all the Jaspet each time?

Possibly, but check you overview settings!!!

Or just use a survey scanner

Yes. The site won't despawn until all the rocks are mined or 3 days have passed from the first warp in.
