Will CCP transfer characters between accounts for free?

Someone told me if I petitioned CCP to transfer a character between accounts that I both own, they would do it for free... not sure if I was getting my leg pulled.

If so, I was hoping to open a new account with this power of 2 special and transfer myself over Pirate

It's not free, there's a fee of $20 ish or 2 plex for that service. Regardless if they're your own accounts or not.

However, if you only have one character on your account you can still take advantage of this offer to get 6 months of game time for the cost of 5 PLEX.
