Curious fleet, wing boosting mechanics.

So a normal fleet looks like this.

FC - Vulture - Mindlinked
-WC - Claymore - Mindlinked
--SL - whatever
---A spy in a drake
---A spy in a drake
---A spy in a drake

You'd think that the bonuses supposedly get passed down through the fleet like so

FC - REALLY TOUGH SHIELDS
-WC- GOES REALLY FAST AND HAS REALLY TOUGH SHIELDS
-SL - GOES REALLY FAST AND HAS REALLY TOUGH SHIELDS
---A spy in a drake - GOES REALLY FAST AND HAS REALLY TOUGH SHIELDS

But it doesn't. The FC only gets boosts from himself, and the WC only gets boosts from himself. The SL and the spy in a drake on the other hand get boosts from both ships combined as far as I could tell.

Say I want to make my vulture and my claymore both GO FAST and have tough shields. To get around the above mechanics, I setup a fleet structure like so.

FC - draek like a bawss
-WC - Also draek like a bawss
--SL - whatever
---A spy in a drake
---Dude in a claymore, mindlinked. Set to Wing booster.
---Dude in a vulture, mindlinked. Set to Fleet booster.

From what I could tell from my testing, With this setup now your vultures and claymores both GO FAST and have tough shields at the same time.

Can someone c/d that this is intended game design for how fleet boosting is supposed to work? Or is this whole mess broken and should be fixed by someone?

Am I missing anything else blindingly obvious?
