Due to the obvious Drone skills, it is unique, but the lack of Gallente ships or Carrier skills stunts a bit of that fire.
If it was my toon, I would keep it and skill the above or try as is for 260 to 300 ISk per SP, the higher being a bit of a waiting game.
Unless you are aware of something really special your toons does that is not apparent?

I'll give you 13b as a reseller if you get mad at the game and just want out.
