need around 4b plus to get a playable toon min..
anything in the 2.5billion range will be a fixer upper for sure... just keep hunting and maybe you'll find one in the Bazaar or save some ISK and get one that does something worthwhile.

Transfer costs are the killer... regarding low sp toons.
