salvaging faction ships (skill lev 2)

I currently have salvaging at level 2, but can salvage faction ships (from lev4 missions, Apocalypse Navy Issue for example) without any system messages about low skill and I get salvagable parts. Still didnt get any "intact" parts. Is most valuable part of salvage wasted due to low skill?
Another strange thing is the salvaging guide (Evelopedia) says: "Level 3 Salvage Grants the ability to salvage Tech II or faction ships". But I can salvage faction ships with level 2.

The ore difficult wrecks impose a % penalty. If you use a salvage Rig you can salvage more difficult wrecks. Intact Parts drop from Tech2 ships, not faction ships. The quality of the salvage is not dependand on your skill, these just increase the salvage speed. Quality is completely random

Faction ships refers to NPC faction spawns: shadow serpentis, dread gurista and such (also including sentient rogue drones). What you are trying to salvage is a regular NPC Battleship.
T2 salvage can be obtained from such wrecks, along with deadspace overseer wrecks and officier spawn wrecks, and some other ways.

Now I see that word "Navy" in NPC ship name drived me wrong way. That was "Amarr Navy Apocalypse".

I salvaged some overseer wrecks before (DED3/10, DED4/10), so it's possible to get T2 salvage even with level 2 of Salvaging?

The quality is random, but if you have too low salvage skill you cannot get it out of the wreck. So if you have salvage 2, you will only get the low-quality salvage even if you salvage T2 ships. If you had salvage 5 in the same situation, you'd get all salvageable things from the wreck.

In my experience you just get the "cannot salvage wreck because of lacking skill" message if you attempt to salvage a T2 ship with a chance of 0% or lower. Either you can salvage or you cannot. Skill has nothing to do with quality.

The skill is helpful because it also speeds up salvaging.

With salvaging 2 you have a 10% bonus to salvaging chance. I honestly don't know if that is high enough to salvage faction/T2 ships, but if it is, it will take you forever. At salvaging 4 you would have a 20% bonus.

If you do alot of salvaging level 5 is a huge boost. It takes you from 20% at level 4 with a T1 salvager, to 35% with a T2 salvager.

I need to train more important skills atm, so I just wanted to know if I lose valuable parts while salvaging (with skill level 2) after doing lev 4 missions and DED 3,4 plexes in high sec. As I understood from replies, I lose nothing, just it takes more time to salvage.
Please let me know if I'm incorrect.

correct, Salvaging 2 and one or two Salvage Tackle Rigs will get you all you can get.
