Issues, Workarounds & Localization

I recently upgraded my cpu and motherboard. I'm running with a MB ASUS | CROSSHAIR V FORMULA R motherboard, ATI Radeon HD 5700 Series video card and AMD FX(tm)-4100 Quad-Core Processor. I upgraded to Windows 7 64 bit with this upgrade. Since than, I only see my own chat in alliance, corp, custom channels, local and recruitment. I don't see anyone elses and no one can see mine. I've dumped the cahce from in game, deleted everything in my documents and let the game recreate and deleted the game and reinstalled from my steam account. The few things I have found online are from 2006-2007 and involved the mail settings. I have CSPA checked, not the block all ones. I've tried the undocking panels from the known issues, didn't work. Last piece of advice I found said the computers couldn't push Eve. Not an issue for my set up. Submitted a petition but figured the community might be able to help too. Any ideas?
