What is it capable of in pve? Lvl 4' 3's.

I'm positive its capable of doing them, if thats what you're asking. You're probably looking at being blaster fit though, which means its not such a great choice.

If you want to have some fun, stop running missions and use the Vigilant for PVP like it is designed for.

I would but don't have the bugget to lose ships all the time. Right now I'm sticking to frigs and destroyers building pilot skill
