the recruitment channel motd is a bit mind-boggling because deals finalized outside the channel are explicitly not covered by the "no scamming" rules but using the channel to locate targets/initiate scams is prohibited.

that being said - at the very best ccp can provide consequences, they can't prevent scams taking place in that channel (also the line between "scam" and "no scam" is often blurry; iirc the motd said at some point "if you have to pay to join it's probably a scam" which was then toned down to "use your own judgement" because "legit" corporations like to exploit their members in all sorts of ways).

based on various experiences I would expect the vast majority of scam victims in the recruitment channel to keep their mouths tightly shut and never report the issue to ccp.
