How do you list Local, Help, or any of the chat's you have set up, directly in the NeoCom as their own specific icon so you don't have to go into a list of them every time?

You don't.

You can however group them into a tabbed window and that should make them appear as a neocom item when minimized, but individual chats will hide themselves away in the chat channel list.
