Best NPC space to rat for US TZ player

I need to rat up my negative sec status. I would prefer to avoid NPC or null space where there is considerable US TZ players. Hence a desire to rat in space controlled by Europeans. Any suggestions for which space to go to? I was also told that a stealth bomber is suitable for ratting? I fly a Nemesis.

I like to go to Syndicate for that purpose, when necessary. Good if you fly a Nemesis because thermal damage, and it's not particularly difficult to move around there while avoiding being popped. The population is active across most timezones, but it's usually pretty light and you can always find empty systems; the occasional passing roaming gang doesn't really count. Kill one BS in a system, move on to another after 15 minutes if no BSs in your current system, or stay where you are and kill another one after the 15 minute tick. Rinse and repeat, sec status fixed in short order. Since you won't be staying in one place for long, you don't have much to worry about.

I'd be careful about docking in some stations there, though, undocking can be unpleasant if you aren't prepared

Where is the russian space? Syndicate gets crowded. I know I'm in an SB but someone could decloak in a force recon and pop me while I'm ratting.

Also, is the best way to rat is to decloak, fire a torp, and then warp off? Or decloak, fire, and cloak again. How long would it take to kill a BS rat? I have 3 torp launchers in my high slot with 2 TPs in my mid along with a shield extender and MWD.

The Serpentis are exclusively turret users. You can easily transversal tank the rail gun shooters and kite the blaster boats. No need for warping off, just fly circles around everything. Serps are the easiest rats in game.

You asked me once, what was in Room 101. I told you that you knew the answer already. Everyone knows it. The thing that is in Room 101 is the worst thing in the world.

If your main is not KOS to CVA come to Providence and use Fourth District Space. you could easily run the loop of our consolation killing a BS in each system. Just follow the NRDS and there wont be any issues.
