Character Bazaar

I'm new to Eve and just wanting to understand everything.
First of all I've never seen a game that allows real money trading for in game items/toons/money.... So I'm trying to be super careful cause this stuff normally is what get's you banned from MMOs.

So, if my understanding is correct, I can buy a 60-Day Time Card from a reseller for $34.99, then sell that in-gme for about 900m ISK at the current prices, then I can buy someone else's character for a few Billion ISK?

The reason I care is cause I just started the game this week and I know I'm 8 years behind in skills!

I'm looking for a character that's maybe 6 months of training only mining, I keep seeing "Hulk" ads so I guess that's what I want.

Also, I'm reasoning about $70 real dollars to get one of these characters, 1.8B.

Is there anything else I'm missing? Any hidden fees? How long does a transfer take once someone on the forum bids on it?

Firstly, 6 months training amounts to near 10m SP which in turn amounts to 5b or so, even in hulk. You might get a badly trained one for 3 or so but your price range is pretty bad.
Secondly, mining is terrible, both really boring and absolutely worthless in terms of isk generation because of the huge number of bots. You're competing with people valuing their time at 0, that drives down the prices until you're paid not much more than 0.
Thirdly, don't worry about "catching up" with the older accounts. Eve is a game of diminishing returns on investment, having skills Ved over IVed is a small advantage that can be more than made up for through superior piloting and it'll take roughly 5 times as long to V everything compared to IVing it.
Fourthly, ignore the guy who said transferring a character costs 20 euros, that is paid by the seller, not the buyer, and is reflected in the purchase price of the toon.
