Character Transfers Down?

I'm trying to transfer a character and I'm getting a message saying "We were unable to authorize your payment at this time. Please ensure you have sufficient funds and/or contact your bank/card issuer for further information." but I'm trying to pay via PayPal or via Credit Card which has enough money.

It hasn't even asked for my Paypal account details before it shows this message if choosing to pay via PayPal.

Is this service down because of the patch or something?

Experiencing the same problem but I am paying with Plex and my account shows 2 plex available.
