your goal should be to get 400 ISK per skill point.
Finish the subsystems for the Proteus and add Legion Subs all to five, fix all combat related skills to at least level 3. Your skill sheet is a mess otherwise.
If you skill for another month, you can ask 400 per sp and get very close to it.
Look up popular fits for both those ships and make sure you can fit your ship skills similarly.

8-9b is accurate as is, so if you want 11b - 12b, skill as above.
