Is this patch-related? Have you made changes to your system (installed new drivers, added a new firewall or anti-virus)? Has the shortcut somehow been changed?

However just as a shot in the dark I would suggest you run bin\DirectX\DXSETUP.exe which you can find inside your EVE Online installation.

I had exactly the same problem and reinstalling VS Redistributable helped: http://www.microsoft.com/download/en/details.aspx?displaylang=en&id=29
