Looking for something between 60-80m sp that can fly a carrier, and has decent PvP skills as well.
Preferably one that doesn't have many points in industry or mining.

I like it. Looks like your top bid is 17b (if he's still looking). At 67m, I'd say 18b (or so) is about the top end based on what I've been seeing the past couple weeks. I'd be up for taking this further if you are and discussing some more.
