What is your view on Super Capital Changes?

Do you support the gries of continiued screams of nerfing Titan and Super Carriers, rr do you think a 60Bill Hull actually should be usable?

Do you think the Super Carrier nerf (bombers only on Caps) whit no increas to dronebay was a good thing?

Do you have any opinions or something to say to the people that want to turn the game into a "more in fleet equals win"?
So that any smaller alliance can't defend of advance against any larger alliance?

Besides the player owned customer offices, what other things do you think need to be done to improve risk-reward in lowsec? What ideas or concepts will you push for to improve lowsec gameplay?

As far as supers go, I'm satisfied with the first round of changes that were made - especially the logoff mechanics and the tiered HP reduction that boosted the Hel and Rag. But like many things in this game they do need more work. I strongly believe supers shouldn't be fight-killing machines, but at the same time they shouldn't be dust-collecting heaps of rubbish either. For this to happen there needs to be a voice of experience to provide insight into how the ships are used and what they are capable of. There's plenty of data, and don't get me wrong I love me some data, but I find that data without context is meaningless. With regard to supercaps, I can confidently say that I am the most qualified to provide that context.

This was a very safe reply about super capitals. Would you care to elaborate a bit more on the subject or dance around it more? Do you feel the current version of super capitals is balanced?

Posting in the hope for a candidacy view on the following: Bounty Hunting

I'm not Elise and I didn't feel like reviving that thread.

The idea while it might be coming from a good place is not very good. It's unfair. It needs a lot of work.

Kill a Velator in low-sec. He transfers his killright to a WHOLE ALLIANCE. Now this Alliance of let's say upwards of 50 players can now attack my solo ship anytime they want for 30 days. It's a super war dec. The only option is to use a lot of logistics or go to low-sec and hope they follow you to a belt so your friends can help (who then end up with bountiable kill rights, great).

Then there's the whole ISK per kill payout which is proposed to be based on insurance... Are we forgetting hundreds of ships in this game do not get ~equal~ insurance payouts. With this payout system someone could kill multiple Tech 3 Cruisers within this 30 days with a less than 100m bounty and still have ISK left over.

Then he goes onto wanting killrights to last 60 or 90 days? UNBELIEVABLE.

I agree the bounty system is broken and the idea of contracting bounties isn't so off base. But the mechanics of that proposal are really really bad. It needs rethinking.

I think you got your answer there. You'll notice the experienced CSM candidates will all avoid pushing specific changes for things as big as supercaps. It's not their role to design the game, it's their role to provide CCP the feedback and insight they need on that game design. When CCP comes forward with the next set of supercap changes (and they will), Elise is in the best position to provide the voice of experience and make sure the feedback is balanced.

Since there are no official records of what each member of the CSM did during their time in office, it would be helpful to hear the opinions of some of the other CSM members [on Darius III] .

The most useful thing that D3 did during the CSM, at least thus far, is nearly getting himself kicked off. He was ineffective in that endeavor as well. It really is the best possible outcome, he could have been annoying but he just took up space and did nothing.

First let me respond do your last question. As in everything, sheer numbers should not be the solution. A smaller group with a superior fleet composition should always be able to inflict damage upon a larger, heterogeneous compositions.

I am open to any change on supers that doesn't render them useless. Many people have a warped view on how SCs and Titans are used on a day to day basis. Six months ago the rhetoric was that SCs could drop on support fleets and eliminate them - I knew first hand that this was not the case. The change that CCP had in mind - for several reasons not simply to allay the concerns of the sperging masses - was to remove standard drones from SCs and have only fighters and bombers (but not both). This would ensure that SCs need to be supported by a standard support fleet, something that I agreed made sense. Ideally I'd like for there to be an easy way to switch between fighters and bombers, but that is a minor issue. When it came to HP reduction, I vehemently insisted that a uniform HP change would be a huge boost to Amarr, and a tiered HP reduction with Minmatar taking the least of it would be best.

I believe the most meaningful changes to how SCs are used are the log-off changes, the remote ewar change, and the change to Dreads. The log-off change was long overdue and fantastic. To improve on these changes I will, if re-elected, continue to push for mails for self-destruct, and a tiered self-destruct timer based on mass. The remote e-war change made sense, and the change do Dreads was amazing and something Eve has not yet adapted to.

I think right now there are several good counters to Supers, and that Supers fielded without support will die. As the game evolves and more people get into Supers, I would like to see some changes made to keep the game from becoming stale. Any change to supercapitals needs to be done slowly and with extreme caution - the first set of changes set a very good pace. Again, I am not dead-set on any single changes, and I am open to anything so long as it doesn't render them useless. When it comes down to it, we all want to see Supers kill mails Cool
