Turning RSD's into another type of ECM which is absurdly strong at bonused hulls and pathetic at unbonused will be the most stupid decision since Drake introduction.

Yet again: -75% is in no way 'just fine'. It's absurdly strong.

so keep them neutered and overshadowed by ECM? if any a boost on damp ships might actually be the best counterpoint for ECM, which also happens to suffer from what you said.
also, with the 7.5%, the "-75%" figure is not true. unless you use rigs and a maxed out boosting Eos or proteus (lol) you'll never reach those numbers, and even then I'm not sure if you can.
also, it will never reach the effectiveness they had pre-nerf since you'll be either going for targeting range or targeting speed, not both.

Keres could use more cap and scan res, idk why it has less of those than an Incursus.

How about an EAF role bonus to reduce the side effects of regular cloaks? They still couldn't use CovOps cloaks, but being able to cloak them when threatened without the usual side effects could be interesting. (targeting delay, velocity penalty and scan res penalty)

All of the EAF have sig radii that are 7 to 8m larger then their T1 counterparts. They all have lock ranges that are much shorter as well. They have the force recon T2 resists but can't fit a covert cloak. I don't think they should be able to - but upgrade them to the combat recon's T2 resists! Lastly four ships have 6 bonuses between them just to keep cap stable. Add a 25% cap regen role bonus. You could then strip off four of those bonuses and replace them with bonuses geared to keep them alive.

There is no real reason other then it possibly eats up a role bonus w/o being OP. Keep in mind that CCP has indicated a rebalance of T1 frigates too. What happens if the 3-3-3 vigil is given another slot, better fittings, and/ or extra EHP? Should the Hyena get an extra slot too? There's a lot of questions with this- pointing out obvious 'this doesn't make sense points' - like 6 cap stability bonuses- is just laying some ground work.

I think the Hyena, Sentinal and Kitsune are fine as they are but could use a bit more survivability to make them worthwhile. A reduction in sig would be a great start.

The Keres as has already been pointed out, is overshadowed by the Ares for point range and the Celestis for damp. Both of which are cheaper.

Does need a buff to cap, tank and damps to make it really useful again.

More I look the Keres, the more I think it needs a complete redesign instead of minor tweaks.
