I just use the old and good POS builder.

http://www.vexar.de/pos_fitter/

For more advanced setups, I create a spreadsheet with the following on each row, with the modules grouped up by type:

module name
# anchored
# planned
PG/CPU costs
approx ISK cost

Then I have multiple sets of columns, one set of columns per "plan". Each set lets me specify how many units I want online and it calculates the total PG/CPU usage. Sum that up and I can see whether the tower is over/under.

I usually setup (1) plan for low-risk times (1) for a d-star setup (1) for "have POS gunners, will fire" (1) for "max-resists" and a few extra plans for trying out different array/battery combinations. The nice part about having plans is that you can point people at the sheet and say "if X happens, we do Y".

I ended up creating a mini-sheet that determines how many of each resource needed to create blocks, with a sub-sheet detailing how many P0 you need of each planet resource per week (for the size of POS indicated).

If there's interest I'll look at exporting it into a format that can be stuffed into eve-files, but most anyone can create this one from scratch really (I was originally running the numbers by hand, but was getting tired of that).

[And yes I shut down that module, but HQ still crashes if I leave it running overnight. *sigh*]

"The Meta Game does not stop at the game. Ever."

Currently Retired / Semi-Casual (pending changes to RL concerns).
