Looking to start some low sec exploration.

So, just a tad bit of background. First subbed a little over a year ago, but took a break amounting to around 6 months. I've currently got 3 characters on separate accounts with 6-8 mil SP each.

Here is my current plan. Find a chunk of systems with relatively low PvP activity, and set up an exploration project out of one of the local stations. I have a character who can fly a blockade runner so not TOO worried about getting my loot safely back to high-sec.

My current plan is too take an Anathema for scanning/scouting and probably a Noctis for salvaging/hacking/analyzing.

What I am trying to decide is what grade of combat ship I need to take to run the most profitable sites. I CAN take a Legion, which in theory should be able to clear most low-sec exploration sites, no problem, from what I understand, but just the Noctis and Anathema is already running a fair bit of ISK, so I would rather fly something a bit cheaper. Can a T2guns/tanked Harbinger or a T1 guns/T2 tank Maelstrom run most of these sites? Or do I need something nastier?

Also, is there anything I am just missing completely about low-sec exploration?

EDIT: Just to give you an idea of what I can fly.... T1 Amarr cruisers/frigs/BC(Except the Tier 3 BC), plus a Legion. Same for Minmatar with the addition of T1 BS and the pirate ships that use projectiles(cynabal, mach, etc). No Loki.

Noctis completely unnecessary, waste of time to do large scale salvage.

You'll be fine with the anathema scout/scanner/analyze/hack and legion clearing sites.

I've lived in low sec the entire time I've been playing eve (7m sp main, 6m sp alt). My main runs a harbinger to clear sites and the alt runs buzzard as scout/scan/analyze/hack. I can run everything except 5/10s and 6/10s in the harbinger. With a legion you should be able to run everything pimped properly.

edit: I have 2 harbinger fits to run everything. a single rep and dual rep fit. dual rep w/ ab is for the tank intensive sites (combat ladar, c2 whs,, 4/10) while single rep w/ mwd is for everything else (radar, mag, c1 whs)

also dont pass up the opportunity to day trip wormholes in low sec, rarely do i find myself ganked and they turn a much higher profit than other means of exploration. i find c1s more profitable to do than c2s in a harbinger (i average about 90-100m an hour in c1, while only 70-80m in c2s). Other low sec exploration is hit or miss, occassionally youll end up with 200m+ in an hour, other times you'll get that same 200m in 4-5 hours ... still, I'd say low sec exploration never dips below 60m or so.

Right now I use a buzzard (Fits all salvager anal, etc at V) The use a BC of my choice (Not comfortable losing a t3 atm) However I do plan on perhaps switching the probe character to a pilgrim. Instead. perhaps train up for Ishtar on the main. Perhaps not... Also for deep low sec with no stations i hear people are using either a cloaked orca (Fit probe on it too) or a third using a blockade runner of some type as well on a third.

I dunno if it would be better to train that up and have it handy on just 1 of the 2 to transport loot back and forth or what.
