Are high sec gankers able to claim insurance?

Are high sec suicide gankers able to claim insurance? I am sure I read somewhere that they could.
If this is true then it has to be pure madness? They have broken the law, so it is only logical that their insurance should be revoked.

Would anyone like to confirm if this is true or not. Bear

No, insurance was removed recently for any ship being destroyed by CONCORD, which means high sec gankers.

WoW holds your hand until end game, and gives you a cookie whether you win or lose. EVE not only takes your cookie, but laughs at you for bringing one in the first place...

Confirmed, after crucible expansion they changed the insurance policy of EVE.

Now anybody who is shot down by CONCORD will not get paid any insurance. This means anybody that suicide ganks in hi-sec space. The only way you get insurance now is: you lost your ship TO high sec gankers, you lost a ship during war, you lost a ship to someone you have kill rights with or in null-sec
