Tracking Enchancer, T2:
When Angular velocity = 25% of your Tracking: +9.5% more tracking is the same as +1.1% damage
When Angular velocity = 50% of your Tracking: +9.5% more tracking is the same as +4.2% damage
When Angular velocity = 75% of your Tracking: +9.5% more tracking is the same as +9.5% damage
When Angular velocity = 100% of your Tracking: +9.5% more tracking is the same as +16.6% damage

Copied form EVE Uni.

Could someone please explain this to me?

I thought the closer your angular was to zero, the better, but this information seems to say the opposite.

If my tracking is 0.5, and the Angular Velocity is 25% of that (0.125) I get +1.1% damage
If my tracking is 0.5, and the Angular Velocity is 50% of that (0.250) I get +4.2 % damage.

0.125 is smaller, and thus closer to zero, than 0.25, and if my angular velocity is 100% of my tracking (0.5) It says i get +16.6 % damage.

I am confused.

Those numbers are the practical effect of the "Tracking Enhancer II" module, the point being you get less of a benefit when your tracking is really good already compared to the tracking needed for maximum applied damage.

So in your example - the closer your angular is to 0, the less of a beneficial effect towards the applied damage you get from a TE II module: chances are you're tracking well enough already so the module isn't doing that much good compared to the situation when you're barely tracking at all. The 'increase' in damage is not an increase in raw damage, but an expression of missing less (thanks to the TE II module) in difficult tracking conditions. Overall applied damage will probably still be higher in easy tracking conditions (when angular is lower).

i just locked an open door.. strange, yet symbolically compelling.

yup

0% tracking = no benefit at all
50% tracking = decent benefit
100% tracking = highest benefit of fitting a tracking enhancer

Last case meaning that you get +16.6% damage with a T2 TE as compared to without it.

In other words that EVEUni chart there is a way to scale how much use a TE is to you. If most of your targets are within optimal and don't have a very high angular then the TE won't help much.

As the others have pointed out, if there is no angular velocity, then there is no benefit from a TE because you are already hitting for full damage.

If your target is moving at 100% of your turret's tracking, then you will hit for 40% of your base DPS. Adding a TE will improve your tracking so that a target moving at the same speed would now be at 91% of your turret's tracking. At 91% angular velocity your damage output would be 46% of your base DPS.

You can see this article for more information on turret damage: http://wiki.eveonline.com/en/wiki/Turret_damage

Thank you all for the help, examples & links.

I get it now (finally).

Since I am usually charging straight at my NPC enemy, the TE's don't so much help with tracking as they do with extending falloff, which is nice as i can pop many of them as I get into their face.
