Guidelines for Anti-cloaking Devices.

There are 2 very powerful benefits of a cloak:

1.) To hide: This is both for offensive and defensive measures. From a defensive standpoint, the only ways a ship can stay safe from a probing capable fleet are to dock up, POS up, log off, or cloak. Logging off is NOT a viable option, as any game mechanic that forces people to log off to stay safe is just bad gaming mechanics. POSing up and Docking are only viable for the local residence.... These are not viable options for scouts... Cloaking is the primary tool to hide, and any decloaking tool needs to be difficult enough / time consuming enough that probing or hunting them down is an option, but not something every passerby will do. Realize, that creating a tool to scan down a cloaked ship can easily obsolete non-covops cloaks... Please be aware of this when creating your proposals!!

2.) To Travel Safely: The ability of cloaky ships to navigate through gatecamps is EXTREMELY CRITICAL for safely traveling through low and null-sec. Any decloaking tool MUST NOT impede the ability of cloaky ships to travel through a gate camp. Any proposal that does should be summarily rejected. To nerf cloaks in this manner is frankly UNACCEPTABLE!!!!

Please post with any other guidelines you think are relevant to creating a decloaking tool.

As and until local is changed from the present 100%, risk free, instant intel tool it is, no change should take place.

This seems correct.

It is not that cloaks should not change, but this stalemate effect is countering the free intel being given out by local.

We have right now, a case of: "I know you are there, but I cannot find you"
(Absolute presence awareness countered by absolute location concealment)

You cannot change one side without the other, and still have balance.

This.

So many people forget about the ripple effect that any change of mechanics will have in this game. It is impossible to change Local or cloaking without changing both of them at the same time. And any such change must be THOROUGHLY examined from every possible angle to minimize the unforeseen consequences (it's impossible to prevent them all, but they can be minimized).

Agreed with everyone but OP. Cloaking doesn't need a change.
