I believe they would for trading in stations owned by NPC corps with whom the corp in question has high standings. here's the broker fee formula for your reference (as per ISK 3.0 Lite Incursion Guide):

BrokerFee %= (1.000% - 0.050% x BrokerRelationsSkillLevel) / e ^ (0.1000 x FactionStanding + 0.04000 x CorporationStanding)
