In the ongoing struggle for stability, strength and independence for the State and the Caldari people as a whole, it has become my desire and purpose to serve honorably alongside my kin (in spirit and ideal before blood). I have therefore turned my back on the dishonorable direction pursued by my ancestors and have instead decided to pursue a course that will hopefully restore the honor of my ancestry and my own personal honor.

In speaking with those of you that have taken the time to associate with me, I have been shown perspectives and truths that I have remained (willingly or otherwise) blind to for most of my life. It is my intention to honor you as well with the path I now pursue.

To that end, I have been given clearance to form the Wiyrkomi Honor Guard under the banner of the Wiyrkomi Corporation, a Patriot Corporation known for its trustworthiness and honor both in business and in politics.

In keeping with that tradition, I have decided that the Honor Guard shall maintain an open policy regarding its business and its tenets, so that it will operate with honor and in trust throughout its existence. The documents following this initial declaration are the beginning of the foundation for this Honor Guard and are currently still being revised for completion. Please direct any questions or contentions to me.

The Honor Guard currently does not serve officially in the State militia but there are considerations for it doing so in the future. All members of the Honor Guard will have a measure of say regarding its policies, operations and direction. The operation of the Honor Guard will change as becomes necessary to fulfill its purpose and serve in the capacities it is capable of serving in.

To those interested: The Honor Guard is currently accepting applications for employment, any questions, concerns or complaints should be directed to me through mail so that I may respond to them appropriately and diligently.

Terms and Conditions


Formation: Formed with permission under the banner of the Wiyrkomi Corporation, the Honor Guard's designated purpose is internal security and the protection of assets for the parent corporation first and by extension its affiliates, partners, allies and clients.

Extension of Services: The Honor Guard is licensed to extend security, reconnaissance, logistics and counter activity services to any entity not opposed to the State, Wiyrkomi Corporation or any affiliates thereof. The conditions of service are based upon the arrangement under which the services were employed. Such arrangements are as follows:

  • Partnership: Those corporations in open partnership with the Honor Guard are under persistent and permanent extension of the Honor Guard's service and loyalty for the duration of the partnership. (Partnerships are considered permanent arrangements so long as both parties continue to honor the agreement or until one party breaches the agreement either formally or informally.)
  • Contract: Any entity may enlist the services of the Honor Guard through formal contract, the details of which must contain the duration of the contract and the expectations of all parties involved. Contracts must be in accordance with the Honor Guard's Standing Operating Procedure and Rules of Engagement.
  • Situation: Any entity currently participating in an operation involving the Honor Guard, within the same fleet or affiliation as the Honor Guard, is considered to be under the Extension of Services of the Honor Guard until the conclusion of the situation.

**The Honor Guard reserves the right to review all contract and partnership applications for compliance with the aforementioned regulations regarding the Extension of Services in those cases.

Protocol: In compliance with the Wiyrkomi reputation and stance regarding honor and trustworthiness, all business with the Honor Guard will be conducted openly, including the declaration of partnerships and the acceptance of contracts. The Honor Guard's Standing Operating Procedure and Rules of Engagement will be available for public review and all members of the Honor Guard are expected to remain in full compliance at all times.

Conditions for Employment: Any entity interested in employment with the Honor Guard must be willing to declare and uphold loyalty to the Caldari State, the Meritocracy and citizens therein, the Wiyrkomi Corporation, the affiliates, partners, subsidiaries and allies thereof, and the Honor Guard. Interested applicants must not be in negative standing with the State, the Honor Guard or any affiliate, partner or ally thereof. In conjunction with the Wirkomi Corporation's policy on honor and trustworthiness, an capsuleer applicant's standing with CONCORD will be taken into consideration before any offer of employment from the Honor Guard.

Disclaimer: All decisions, operations and conditions listed herein are subject to the approval and amendment of the Honor Guard's executive panel. Terms and Conditions are subject to change as experience, conditions and situations demand. This document is considered to be an adaptable entity, capable of change and adaptation to suit the demands of the Honor Guard, the Wiyrkomi Corporation, the Caldari State and all affiliates, partners and allies thereof under the condition that such demands are made or exist due to conflicts of interest, changes in policy of the Wiyrkomi Corporation or the Honor Guard, or outlying extreme circumstances determined applicable by the executive panel. All changes in the Terms and Conditions are to be made public in keeping with the regulations of the Honor Guard and the Wiyrkomi Corporation.

This is considered the initial official public declaration of the formation of the Eskeitanen Wiyrkomi Kaashivon (Wiyrkomi Honor Guard) and the Terms and Conditions of its original contract. All changes made will be made publicly available for review.

Standing Operating Procedure


Absent of Declared Hostilities

The Honor Guard is considered to be in a State of "Absentia" from Declared Hostilities when there are no active war declarations on the Wiyrkomi Corporation, its affiliates, partners and allies, the Honor Guard, its affiliates, partners and allies and it is currently not employing any active contracts. During the State of Absentia, members of the Honor Guard may operate individually provided they continue to uphold the ideals, tenets and regulations of honor and trustworthiness expected of them.

During a State of Absentia, the Honor Guard is free to assist in agent work or cooperative operations with any entity not in negative standing with the State, the Wiyrkomi Corporation, the Honor Guard or any affiliates, partners, allies and clients thereof.

Existence of Declared Hostilities

The Honor Guard is considered to be in a State of Hostility when there are active war declarations against the Wiyrkomi Corporation, the Honor Guard or any affiliates, partners, allies and clients thereof. During a State of Hostility, members of the Honor Guard will operate under the guidelines set forth in the Rules of Engagement.

Contract

The Honor Guard is considered to be in a State of Contract any time there is an active contract. The conditions and expectations of the contract are to be honored at all times and all members of the Honor Guard are expected to contribute where able. Specifics will be laid out per contract with blanket guidelines laid out in the Rules of Engagement.

Standard Operation
(Regardless of State)

Piracy: The Honor Guard will not engage in acts of piracy, piracy being defined by the Honor Guard as any hostile action taken against an entity not actively engaged in hostilities against the Caldari State, the Wiyrkomi Corporation, the Honor Guard or any affiliates, partner, allies and clients thereof.
*Exceptions: In the case of hostile action taken against members of the Guristas, Blood Raider Covenant, Serpentis, Sansha's Nation, Angel Cartel or any affiliates, partners, allies and sympathizers thereof, the Honor Guard considers these organizations to be in a constant State of Hostility.

Honorable Engagements: Members of the Honor Guard are expected to uphold the highest in standards of honor and trustworthiness. If a member of the Honor Guard enters into an arranged engagement (be it solo or otherwise), that member will honor the arrangement. Members of the Honor Guard may not betray the arrangement by any means violating the conditions of the arrangement. In the case of capsuleer combat, the capsule of the opponent is not to be engaged following the resolution of the conflict and is to be treated as a non-hostile entity.

Dishonorable Engagements: Should any entity breach the conditions of an arranged engagement, such breaches should be brought before the executive panel and those entities will be set to negative standings and considered "Dishonored" in regards to the Honor Guard. Dishonored entities are to be considered in a constant State of Hostility and engaged accordingly. Any member of the Honor Guard found guilty of breaching the conditions of an arranged engagement will be subject to harsh disciplinary action, expulsion from the ranks of the Honor Guard and/or establishment as a Dishonored entity.

Assistance of Partnerships: All members of the Honor Guard are expected to honor partnership arrangements and are free to assist any affiliate or partner of the Honor Guard at all times.

Procedure for Declaring of Hostilities

All declarations of hostility against an entity by the Honor Guard will follow the outlined procedures established by CONCORD in addition to those listed below.

Any declaration of hostility set forth by the Honor Guard will be made public so as to uphold the spirit of honor. All entities set to hostile by the Honor Guard will be considered free to engage following the guidelines established in the Rules of Engagement.

In the event that a partner or affiliate of the Honor Guard enters into a State of Hostility with an entity other than the Honor Guard and any of its other affiliates, partner, allies or clients, the Honor Guard will declare hostilities against the offending entity (that being the entity engaging the partner or affiliate) and consider itself in an active State of Hostility.

Any acceptance of a contract that would place the Honor Guard in direct hostility against another entity shall be made public. The declaration of hostility against the entity(ies) listed in the contract shall be made public and the Honor Guard will consider itself in an active State of Hostility.

Procedure for Declaring Cessation

Any cessation of hostilities by the Honor Guard will be made public to counter the declaration of hostility. All members of the Honor Guard are expected to uphold the cessation of hostility immediately and completely.

The Standing Operating Procedure is subject to alteration, modification and adaptation based on the demand, circumstance and evolution of the Honor Guard, its roles, affiliates and partners. Alterations to the SOP must be made public and must only occur with permission from the executive panel under the conditions that it is deemed necessary (or reasonable) due to outlying extreme circumstances, conflicts of interest or change in the Honor Guard's roles.

This document is considered an adaptable document, subject to change under the guidelines listed above throughout the existence and operation of the Honor Guard and to be used in conjunction with the Rules of Engagement for regulating the operations of the Honor Guard.

Rules of Engagement


This document is intended for use in conjunction with the Standing Operating Procedure and is designed to determine the current State under which the Honor Guard is operating while outlying the conditions for that State and procedure therein.

State of Absentia

  • Considered in effect at all times, each subsequent State is considered to be outlining specific exceptions in operation from this standard
    • Combat Operations
  • The Honor Guard is not currently engaged in active hostilities, combat pilots may operate individually
  • Pilots are encouraged to assist partners and affiliates with agent work, escort or other affairs
  • Pilots are restricted from engagement in concurrence with the Piracy clause of the Standing Operating Procedure
  • Pilots may defend themselves if fired upon by any entity, requesting reinforcements is encouraged when necessary
  • Pilots are expected to uphold the highest standards of honor and trustworthiness and act accordingly as defined by the internal guidelines of the Honor Guard
    • Non-combat Operations
  • Marketing transactions are restricted to dealings with any entity that is not negative or Dishonored
  • Mining, Planetary Management, Anchoring activities are encouraged
  • Transportation of cargo is unrestricted
    • Diplomatic Operations
  • The Honor Guard is expected not to antagonize hostilities from entities not currently negative or Dishonored
  • Communication on public forums and venues is unrestricted


State of Declared Hostilities

  • Considered in effect only after special declaration from the executive panel
    • Combat Operations
  • As above with the following additions, alterations:
  • Pilots are restricted from operation absent of assistance with the exception of those given clearance by the executive panel or in accordance with the ranking and merit system of the Honor Guard outlined in the internal Ranks and Infrastructure
  • All members of the hostile entity are considered to be in a State of Hostility toward the Honor Guard
  • Pilots are to report intelligence over specified channels outlined in the internal Intelligence and Reconnaissance
    • Non-combat Operations
  • Marketing transactions are restricted to partners, affiliates and allies of the Honor Guard only
  • Mining, Planetary Management, Anchoring activities require armed escort
  • Transportation of cargo is restricted to less than the value of the transporting ship which must be fit with stabilization and escorted by at least one combat wing
    • Diplomatic Operations
  • The Honor Guard discourages inflammatory comments with hostile entities, interaction with said entities should be minimal
  • Communication on public forums and venues is restricted to non-corporate affairs, business and intelligence
  • Interaction with hostile entities on public forums or venues is restricted to the executive panel otherwise expressed


State of Contract

  • Considered in effect upon the acceptance and public announcement of a contract until such a time that stated contract expires or is otherwise terminated
    • Combat Operations
  • As above with the following additions, alterations:
  • Unless otherwise specified in the conditioning contract, engagement is restricted in accordance with the Piracy clause of the Standing Operating Procedure
  • Terms and Conditions of the conditioning contract take precedent over stated guidelines
    • Non-combat Operations
  • Conditions for non-combat operations will be determined upon the acceptance of the conditioning contract and are dependent upon the purpose and implementation of the conditioning contract
  • Unless otherwise stated in the conditioning contract, non-combat operations proceed in accordance with the State of Absentia
    • Diplomatic Operations
  • As above in the State of Absentia unless specified otherwise in the conditioning contract


Code of Honor

  • In effect at all times
  • The Honor Guard is never to engage a neutral entity in aggression unless operating in self defense or in defense of those serving in official capacity the State, Wiyrkomi Corporation, the Honor Guard or any affiliates, partners, allies and clients thereof.
  • The Honor Guard may engage cargo and personnel transport vessels during times of Hostility or Contract (as specified within the conditioning contract). During such engagements, the Honor Guard will allow for the evacuation of all personnel aboard a cargo vessel, personnel aboard a transport vessel will be taken into custody for negotiating with hostile entities in pursuit of peace and are not otherwise to be harmed.
  • Engagement of a capsule is always forbidden unless specifically ordered to by the executive panel or the commanding officer of the current operation
  • The Honor Guard will never participate in orbital bombardment or other destructive interference of a non-space entity
  • Aggression against a non-hostile entity is considered piracy
  • The Honor Guard is expected to operate with integrity, honoring all agreements to the best of its ability and using discretion in judgment and action. Recklessness will result in disciplinary action.

Breach of the guidelines listed herein will result in disciplinary action against the offending entity. Severity of restitution will depend upon the offense, up to and including termination of employment and establishment as a Dishonored Entity. This document is considered adaptable and subject to change under the same guidelines as the Standing Operating Procedure.

Your spelling mistakes aside, there is nothing you have said which draws an effective attack against the State. That the State is supposedly lead by a madman does not prohibit it from being united; nor, either, does the MegaCorporations being involved in perpetual competition prohibit either of the above assertions. It seems to me that you simply do not like the State, and that is fine I suppose. You've left, presumably; good for you. What good do you believe you will do, posting in a thread created by and supported by State loyalists, spouting off negative words? At the best, you will be ignored; at the worst, you will find yourself the subject of derision, mockery, or warfare.

The State is united in a single goal. The survival and independence of its member corporations.

Some, like KK's CEO, extend independence to include cultural independence from outsiders, particularly the Gallente.

As for the late, Gariushi-haan, may his spirit rest, it is amazing how much faith people had in a man who appeared out of nowhere to run Ishukone and how little they have in Heth-haan, whose immediate origin is quiet clear.

Perhaps you have substantive thoughts on the ills of the State and not mere venom to spew because you simply do not like us?

Either way, you are not be the first nor will you be the last to call us names or deride our methods of governance (or lack there of).

Since you clearly missed the point of the original declaration entirely, I'll make it simple:

We work to help create a stable, unified and prosperous State based on the ideals of honor, integrity and the practice of placing the needs of the community above the needs of self.

Also, are you even in the State or are you just speaking from what you perceive outside the State? Because, "infighting between the corps is far worse than it ever has been" isn't backed by any factual documentation you could possibly present because every factual documentation related to the corps shows a greater sense of cooperation and coordination than ever before.

If you're going to try to profane my corporation's founding declaration, at least present your argument constructively and factually. Otherwise, take your particular brand of stupidity back to the Federation political arena, thanks.
