Single thing removes super-cap blobs, boosts exploration, espionage, dreadnoughts usefulness

Very interesting proposal. Will only work in case, when this fuel will be produced from randomly spawned complexes within whole galaxy (not only few regions). Certain cost of 1 hour fuel block may be lesser (<500kk), but in global I find the idea very nice. Also this will remove ratting with supers.

Of course, you can change anything here. It's the main idea only - to introduce supercap fuel, and make hard in production for any alliance - big and small. You can vary it`s cost, materials, their location and methods of obtaining.
The most important is idea itself - supercap fuel should be rare, and it`s accessibility should be the same for large and small alliances.

The core idea is great. I would love to see it introduced. But dont make supers a prison for characters with no fuel, let them dock

Of course, pilots should still have possibility to eject from/board to "inactive" supercaps, so they will not be prisoned. If you don't need that supercap right now - stop it under POS field, unload fuel and leave it on the capsule.

By the way, it makes supercaps a bit harder to steal - you will need not only to board it and fly away. You will need to fuel it first - even if you plan just warp from POS to safespot and cloak. Espionage/theft will be a bit more interesting/hard.
