Cannot access level 2 agents?

I was doing level 1 missions with Spacelane Patrol until I got 1.25 standings
Level 2 agents say "you need -1.9 or higher standings with this agent, faction OR corporation in order to get missions from him

I have -4.7 standings with Caldari, but I have 1.25 with the corporation, why don't they give me missions?

If I'm understanding correct your faction standing is not high enough. If I understand the mechanics correct as well, this supercedes your standing with the corporation, because you're so far outside the requirement.

Your personal standings must be -1.9 or higher toward this agent, its faction, or its corporation in order to use this agent's services.

At -4.7 to faction you can only access level 1 agents.
You must have above -2.0 to the FACTION to access higher level agents.

There are 3 different standings that affect access to agents lv 2 and above. If any 1 of these 3 standings is -2.00 or lower, you will no longer have access to agents lv 2 or higher.

Faction
Corporation
Agent

Faction standing over rides Corporation and Agent standings.

Corporation standing over rides Agent standing.

This is how it works:

-2.00 or lower Faction standing = no access to any agents lv 2 or higher in that specific Faction.

-2.00 or lower Corporation standing = no access to any agents lv 2 or higher in that specific Corporation.

-2.00 or lower Agent standing = no access to that specific Agent.


You'll have to raise your Caldari Faction standing up from -4.7 to at least -1.9 for access to agents lv 2 and higher. After doing that, you'll have to maintain at least that amount of Faction standing for continued access. You'll also have to maintain the Corp and Agent standing above -2.00 for access.

yeah, CCP really needs to change that.
