Any corporation or alliance that want's me to pay them to join them or to hand over ISK as collateral, just incase, is either too weak anyways or just a scammer.

In both cases don't join.

The rule is unenforceable.

What is a "recruitment scam" compared to a normal scam?
How long after posting "looking for corp" in the recruitment channel is someone immune from various forms of scamming?
Is demanding a security deposit always scamming now?
Is keeping the stuff of an attempted infiltrator "scamming"?

The GM who is trying to push this should be fired because it makes their enforcement look incompetent and it gives a false impression of security. These are fundamental failures to perform his job, and show a worrying lack of judgment and forethought. A simple warning should be plenty, as with all scams and tricks that mostly newbies fall for. If people refuse to read or follow the warnings, then they do so at their own risk.

Trying to enforce an unenforceable rule just makes authorities look incompetent and impotent.

Goons tried to recruit my main account. When they asked me for 500mill fee that would be returned after the first 30 days, i lol'd at them and told them to get f*cked :)

It's easy to join GoonWaffe, all you have to do is just follow some simple and publicly available instructions and not be a spy.

In the short time I have been playing this game I've been jacked up several times(pvp) and had a lot of dumb stuff happen to me. Crap happens, oh well. There's plenty of times I'd have loved more than anything to bash my monitor in. That's the life of EVE. I came here from WoW to get away from the nanny system. Scams are a part of this game and it saddens me to see that CCP is deciding to go the way of Blizzard(btw WoW has pretty much been completely destroyed as a game). To OP, dude sorry what happened to you but that's the life of EVE and you're even warned about it in the rules when you first sign up, man. I'm not here to bash on you man but next time you might want to be more careful. I think everybody's had some dumb crap happen to them. I'd implore CCP NOT to set rules against scamming since that's what makes EVE different from any other MMORPG.

Players have asked..."Why join the Goons?" Read this:
When asked the following questions to a member of a Nullsec alliance about life in Nullsec "How about building a really awesome sandcastle and taking a few photographs before it gets swept away by the waves?" The response was "YOU don't own squat in Zero Farm. YOU are a DOG in a PACK, so YOU don't build squat." and "whatever your CORP builds will likely get swept away" during conflict "unless your PACK is larger than the neighboring animals. That somehow seems pointless on both counts, because YOU haven't really accomplish anything." Another answer "As for rewards? Unless you are blue to the serf squads guarding their "massahs" moongoo, what rewards are we talking about here? A ship replacement in return for guard duty? WOWEE! GEE! How thrilling. ZZZZZZZZZZZZZ.....snore." when asked about "...sources of income that enable you to replace your losses - missions, exploration, CAs, plain ratting, mining sites, markets waiting to be tapped, ..." the answer "This is a fallacy since you won't have time to tap them while doing your "guard duty" for the Man. Besides, you're there for PvP, right? and the Man will require you be doing just that or you're out."

The paragraph above goes a long way toward explaining why Nullsec is not attractive for all players. Some players like to build, trade, mine, rat, explore. They want to own a POS or two and a few planet operations. There are missions, storyline missions and factional warfare. And dipping into Lowsec for some excitement and some PvP is ok too. At least they have control over their destiny. As it stands today, if you are not blue to somebody strong in Nullsec, you are dead. So what is the point?

So balanced that five guys, titans and spais can wipe out your new 30 man corp starting in null.

Dear OP, I understand your sorrow and desire. When you want something badly, you should stick with it and be persistent.

So, if you transfer them all you have, maybe some mercifull soul will grant you entry in Goons.
