Heres an idea, make low-sec profitable, if noone wants to go to low-sec its their loss.

thats ALL you can do, you pay for security with alot more money..

now the issue then is what do you with null-sec then? seeing that they are usually well-protected internally, but TBH noones going to make null-sec less proftiable than low-sec P

I agree with most of the responses to the OP. Having low-sec borders between the Empires would simply result in them being used as choke-points. The major vehicle for moving large amounts goods to trade-hubs, freighters, are defense-less. As others have said, folks will likely just pile up in Caldari space. You may see some folks use blockade runners to move BPOs and small amounts of cargo between regions, but that's about it.
