Give concord some money to make them come a bit later or not come at all.
Or the other way around: make concord appear instantly, blowing up the attacker before he can make any damage, thus saving your ship.

PROs:
- ISK Sink
- Rich players will have more fun and/or feel more secure
- More GTCs will be bought to pay Concord

CONs:
- Concord will get rich, buy themselves some titans and hotdrop people in low sec

hmm, the ability to pay concord to INSTANTLY summon must be expensive as all hell for this to work, else the Hulk bots will just pay it no probs. The fee to have them delay should be lower than to summon. It's easier to do your job more slowly than it is to do it better, more quickly.

You can't wardec noob corps, and without war decs people are less suspicious.
If you wardec someone, all his alt freighter pilots will go to a noob corp and successfully avoid most risk.

Or what if you want to shoot just 1 particular person? And then he joins an alliance with a war dec shield or noob corp?
This way the attacker/defender will feel almost invincible and free to attack just anyone like in 0.0!

I agree with Butcher it must be very expensive or the rich players can become invulnerable. Also Concord hot drops gives me the chills and im not even a low sec. person. There needs to be a place pvp oriented players can stay without Concord or Super Corps. from becoming a problem. Concord can scare most pirates out of hi sec so they have done a good job. As long as theres no hot drops and the price is high its a great idea!

Just gank them as normal (seriously, we have enough tears about how some "griefer" violenced a mining boat because OP was AFK and thinks "hisec" == 100% safe).

though an across-the-board nerf to CONCORD responses would be OK ...

The miner could have saved his ship by paying CONCORD for more security

I want to be able to outbid people who dec me :) I don't care if concord blows them up or not, I just want to drink their tears over the isk they lost lol.
